We’re partnering with the Offline Internet Consortium to empower communities around the world

At App Dev for All (ADFA), we believe that everyone, regardless of where they live or whether they have reliable internet access, deserves access to quality computer science education, app development tools, and comprehensive educational resources. In an increasingly online world, more than 2 billion people without internet access remain locked out of the digital economy.

That’s why we are proud to partner with the Offline Internet Consortium (offline-internet.org), an organization dedicated to raising awareness of offline internet, supporting development of needs-based technologies and content, and connecting diverse practitioners around the globe working to provide offline communities with access to quality information and digital resources. The Consortium and ADFA share a core mission: bringing crucial digital resources, educational materials, and skill-building tools to communities in low-bandwidth or entirely offline environments.

From consumers to creators

For billions of learners, the primary barrier to entering the digital world is reliable and affordable high-speed connectivity. Since 2018, the Consortium has been at the forefront of this issue, creating open standards, tools, and networks to deliver rich digital experiences without requiring an active internet connection. Rather than treating offline access solely as a way to read articles or consume static media, the Consortium is expanding their vision to encompass projects that empower learners to become active digital creators. At ADFA, our flagship projects are designed to support both content delivery and content creation:

  • Code on the Go (CoGo™) is a fully offline, professional-strength integrated development environment (IDE) for building Android apps on Android phones without requiring a traditional computer or internet access. By delivering offline programming resources that operate on the world’s most common computer, we give people the tools to build their own software, solve local challenges, and express their creativity through technology.
  • Knowledge to Go (K2Go™) will port the popular Internet-in-a-Box (IIAB) service to run on Android phones, eliminating the need for specialty hardware like Raspberry Pi or Linux-based devices. With K2Go, almost any Android phone anywhere can become an offline server providing access to global maps, Wikipedia content, digital lessons, and more. Code on the Go is available to download and share on both IIAB and K2Go. (Stay tuned for more information about K2Go in the next few weeks!)

The power of partnerships

Through the Consortium, we’ve forged partnerships with other organizations that share similar missions.

Most educational tools are built on the assumption: that every student has access to dedicated laptop and high-speed internet. While it is true that most US schools provide an on-campus device for every student, the equity vanishes outside school grounds, where many students lack a computer or reliable internet at home. In many communities, a smartphone isn’t a secondary gadget; it is the only personal computer a student can access.

  • Kiwix: This nonprofit created the open-source ZIM file format, which is an industry standard for compressing and archiving large web platforms (such as Wikipedia and Stack Overflow) for offline access. We’re excited to announce that Code on the Go will be available as a Kiwix option in Q4 2026.

  • Internet-in-a-Box: ADFA worked hand-in-hand with IIAB (one of the earliest pioneers in providing offline education resources) to develop K2Go, which delivers IIAB content using Android phones.

  • Learn AI Anywhere: This organization’s offline-first, mobile-friendly AI lessons include the use of NeuroPocket, an offline AI assistant for Android. The lessons and app are now included with CoGo as an optional plugin, and we look forward to further collaboration.

Recognizing the potential benefit to our shared vision, the Consortium awarded App Dev for All a grant to attend this year’s Computer Science Teachers Association (CSTA) Conference. The grant allowed us to attend the Computer Science Teachers Association (CSTA) Conference, where we heard directly from educators about the barriers their students face—and came home with a clearer picture of what learners need beyond the tools themselves. We are deeply grateful to the Consortium for their support and their dedication to an inclusive digital future.
